Only users in the audience who also have an email address are uploaded to the list. For Reverse ETL (RETL), the bulk size is determined by your pricing plan:

Free Plan: Allows processing of up to 500,000 Reverse ETL records per month.
Team Plan: Allows processing of up to 1 million Reverse ETL records per month.
Business Plan: Allows processing of 50 times the number of Monthly Tracked Users (MTUs) or 0.25 times the number of monthly API calls.
For Engage, the inbound data throughput limit is 1,000 events per second. This includes the total event stream from sources connected to Engage, including historical data replays. Segment may slow request processing once this limit is reached.
