Why was change needed
pre-release task
Also changed dependabot to only open PR's for patch level dependency releases. The way alot of the npm framework modules work, multiple projects like @angular and @Material need to both be updated to the same major release. Even minor releases if only done a la carte will often try to bump up a dependency shared by both modules but the non updated dependencies of module A are now incompatible with the version that module B updated.
patch level version updates are usually fine, minor version updates are sometimes ok, and major versions almost always break something.
