Update the repo to use Express v4

A few major changes were requires for this change:

Most of the dependencies built into Express are now separate modules. Those were included in the package.json dependencies and required in the server.js file
As such, those modules were configured during the configuration stage.
The routes were slightly modified to use the new Express router.
