Moving to support python 3.9

Move to Awkward1, updating qastle

• API doesn't change other than we have moved to the awkward versions greater than 1 (and uproot greater than 4).
• Update to more modern version of qastle

servicex_clients

fucn_adl_servicex now supports version 3.8 of python.

Version 3.9 is not yet supported: numpy wheels aren't available yet.
