Adds the licensing registry and registration module

This PR adds the following changes:

• Incorporation of the registration module as the gateway to IP registration
• Inclusion of the license registry, with functions centered around IP registry, root and derivative IP creation
• Revamp of the IP metadata resolver to extend the base module, so that authorization works with the access controller
