Bump bandwidth again

According to DigitalOcean, 2122 GB were transferred last month.
Multiply that by 1.75 to get ~3713 GB, which is about the right limit
(my monthly allowance on DigitalOcean is 4000 GB, so this leaves some
breathing room).

So, multiply Tor's bandwidth limits by 1.75 too.
