I thought this version could do it because WCA Officials are included in Staff and Organizers are included in Partners.

Since Registered speedcubers are included in the definition of community member, it is redundant to say “Registered Speedcuber or Community Member”

Yes, but some of the points in Suspensions and Other Sanctions only apply to Registered Speedcubers, and they are intermixed with those that apply to both. So I felt like specifying every time was the better choice.
