Update WCRP to 5.1 - Changes made are either clarifications or reversions to previous WCRP points.

  1. Clarify scanned copies of physical records
  2. Fix wording "may not" --> "must not"
  3. Clarify double-checking requirement
  4. Re-allow CamelCasing in competition names
  5. Clarify point on unnecessary words in competition names
  6. Clarify point on new registration periods
