This is a policy to regulate how we deal with contractors

Approval required from the WCA Board

No it is a policy that should have been in place when we first brought on paid contractors

If this is "may include but not limited to" then it seems like there are no requirements for who is on the subcommittee, other than members being WCA Staff. In that case, this whole section has no purpose.

If a Board member is required, or a committee leader for whom the contractor will be working with, that should be more explicitly declared.

The purpose of this policy is to define how the WCA handles contractors who provide services for the organization in return for monetary benefit.

1. The Board in its absolute discretion has the ability to determine the need for the WCA to seek assistance from a contractor in delivering key services for the functioning of the organization

Clunky wording. Note on Board having absolute discretion is supported by Bylaws and does not need to be duplicated here. Suggesting this simplification:

1. The Board decides if outside help from a contractor is needed to deliver services for the organization's operations.

2. Advertising the open positions as required;
3. Interviewing applicants;
4. Negotiating with selected applicants on the contents of the contract;
1. Contents of the contract includes but is not limited to hours of work, terms of compensation and deliverables

Edit: After further internal discussion, the use of "unfairly" is enough to explain the difference here.

I'd like to add a recommendation that the CoE is updated so there is not a conflict in this. The CoE states:

> 5.1 A WCA Staff member must not use their power within the organization/community to unfairly benefit an individual or group, including, but not limited to:
>> 5.1.1 Monetary benefit

Although I acknowledge that the Motions are above the CoE per 21.2024.1 - WCA Documents, it might be good to address this explicitly as an exception to avoid confusion since this PR also uses the term "monetary benefit" explicitly.
