Rebased version of PR 11162 with an extra configure option to enable or disable the instruction size checks on the ARM64 backend. This option is enabled for GitHub CI workflow.

opam compiler create https://github.com/tmcgilchrist/ocaml/pull/20 --configure-command "./configure --enable-debug-codegen"
