0.4.0 - Major polish, refactor, and bugfix release

Overview

• Bug affecting external monitors on Nvidia Optimus has been fixed
• River startup bug has been fixed
• Wayfire Firefox desktop entry has been fixed
• Recipe structure has been refactored and cleaned
• uBlue base images have been dropped in favor of directly pulling base images from Fedora
• BlueBuild dependencies have been bumped to their latest versions
• Additional small base utilities missing from upstream have been included by default
• To ensure a consistent local environment, the repos have been cleaned:
  • RPMFusion free and nonfree have been added
  • All uBlue and Negativo17 repos have been removed
