Avoid custom submit publish job plugin for publish.hou

Please describe the feature you have in mind and explain what the current shortcomings are?

Right now publish.hou in Houdini has custom submit publish job plugin which might not be necessary.

Suggested implementation?

We should look if there is a difference in global and houdini plugin, and find out if it really has to be separate plugin. If we can merge then we should do it.
