[PLAT-10838] Bump prometheus version

Summary:
This diff bumps prometheus version. Previous version v2.46.0 was having some security
vulnerability. This diff bumps the same to 2.47.1

Test Plan:
Manually upgraded replicated installation from 2.46.0 -> 2.47.1.
Ensured metrics remained functional.
