@yumcyaWiz This PR adds Bazel build support to volppm.

This enables to build volppm with one single command:

# Ubuntu 20.04
bazel build --config=gcc9 //...
# Ubuntu 22.04
bazel build --config=gcc11 //...
# Windows 10/11
bazel build --config=vs2019 //...
# Windows 10/11
bazel build --config=vs2022 //...
# macOS
bazel build --config=macOS //...
